O  R  D  E  R

 

WHEREAS:

 

A.      On September 13, 2012, Pacific Northern Gas (N.E.) Ltd. [PNG(N.E.)] applied to the British Columbia Utilities Commission (Commission) for approval pursuant to sections 44.2(1)(b) and 52 of the Utilities Commission Act (Act) of:

(i)       capital expenditures necessary to construct a new Dawson Creek Operations Centre at 1805 – 98 Avenue, Dawson Creek (New Operations Centre);

(ii)     disposal of the facilities comprising the existing Dawson Creek office building and land at 1208 – 102 Avenue, Dawson Creek (Existing Operations Centre);

 

B.      Commission Order G-134-12 established a written hearing process for the proceeding;

 

C.      The sole Intervener to register as a participant for the proceeding was the British Columbia Pensioners’ and Seniors’ Organization et al. (BCPSO);

 

D.      BCPSO submitted its application for Participant Assistant Cost Award (PACA) funding to the Commission on November 16, 2012, for its participation in the proceeding;

 

E.       On November 19, 2012, PNG(N.E.) stated that it has reviewed BCPSO’s PACA application and has no objections or comments on the PACA application submitted;


 

F.       Pursuant to the PACA Guidelines the Commission determines the entitlement to a full or partial award taking into account the criteria in the Guidelines, the information provided by the participant and variances in estimates provided.  The Commission is satisfied that the BCPSO should receive a Participant Assistance Cost Award to recover costs related to this proceeding.

 

 

NOW THEREFORE the Commission orders as follows:

 

1.       Pursuant to section 118(1) of the Act, the Commission awards funds of $3,542 to the BCPSO for its participation in the proceeding.

 

2.       PNG(N.E.) is directed to reimburse the BCPSO for the amount that has been awarded in a timely manner.
