O R D E R

WHEREAS:

 

A.      On December 17, 2012, Corix Multi Utility Services Inc. (Corix) filed an application with the British Columbia Utilities Commission (Commission) to change the Gas Cost Recovery Charge (GCR Charge) for Propane Service at Panorama Mountain Resort, effective January 1, 2013 (Application);

 

B.      In the Application Corix estimates that the Gas Cost Reconciliation Account (GCRA) has a credit balance of $96,365.94 (funds owed to customers) as of December 31, 2012;

 

C.      On December 20, 2012, the Commission issued one round of Information Requests (IR) to Corix on the Application;

 

D.      On January 3, 2013, Corix filed its IR responses with the Commission and submitted a revised proposal to the GCR Charge.  Corix proposes a GCR Charge of $7.684 per gigajoule (GJ).  Corix proposes to adjust the Corix Utility Services fee on non-sales gas volume using a reduced unaccounted for gas estimate and to remove the Inventory Adjustment factor;

 

E.       On January 6, 2013, Corix filed a letter with the Commission to confirm that the GCR Charge of $7.684 per GJ is being adopted as its amended application (Amended Application).  Corix is seeking approval to decrease the GCR Charge for Panorama Mountain Resort from $8.570 to $7.684 per GJ, effective January 1, 2013;

 

F.       The proposed rate in the Amended Application is equivalent to a $31 per year or 4.6 percent decrease for typical residential customer and a $1,108 per year or 5.9 percent decrease for a typical commercial customer;

 

G.     The Commission has reviewed the submissions by Corix and considers that the proposed rate decrease in the Amended Application is appropriate and reasonable.

 

 

NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the Commission orders as follows:

 

1.       The Commission approves a decrease in the Gas Cost Recovery Charge for Panorama Mountain Resort from $8.570 to $7.684 per GJ effective, January 1, 2013.

 

2.       Corix must notify all customers affected by the rate change.
