O R D E R
WHEREAS:
A. On November 30, 2012 Pacific Northern Gas (N.E.) Ltd. [PNG (N.E.)] filed its 2013 Revenue Requirements Application (RRA) for the Fort St. John / Dawson Creek (FSJ/DC) and Tumbler Ridge (TR) Divisions with the British Columbia Utilities Commission (Commission), pursuant to sections 58 to 61 of the Utilities Commission Act (Act) (2013 RRA). The 2013 RRA sought, among other things, approval to increase delivery rates for FSJ/DC and decrease delivery rates for TR. British Columbia Pensioners’ and Seniors’ Organization et al. (BCPSO) and Peace River Regional District (PRRD) registered as Interveners in the proceeding;
B. By Order G-43-13 dated March 20, 2013, the Commission established a written public hearing and a Further Amended Regulatory Timetable for the review of the 2013 RRA;
C. On June 5, 2013, BCPSO filed an application for Participant Assistance / Cost Award (PACA) for the 2013 RRA in the amount of $7,171.50 (BCPSO PACA Application);
D. By email dated June 5, 2013, PNG (N.E.) advised the Commission that it reviewed the BCPSO PACA Application and considered it to be reasonable;
E. By Order G-131-13 dated August 23, 2013, the Commission issued its Decision on the 2013 RRA pursuant to sections 59 to 61 of the Act; and
F. The Commission has reviewed the BCPSO PACA Application with regard to the criteria and rates set out in the PACA Guidelines in Commission Order G-72-07 and finds the requested amount reasonable.
NOW THEREFORE pursuant to Section 118(1) of the Utilities Commission Act, the Commission orders as follows:
1. British Columbia Pensioners’ and Seniors’ Organization et al. is awarded $7,171.50 with respect to its participation in the Pacific Northern Gas (N.E.) Ltd. 2013 Revenue Requirements Application proceeding.
2. Pacific Northern Gas (N.E.) Ltd. is directed to reimburse British Columbia Pensioners’ and Seniors’ Organization et al. for the amounts awarded in a timely manner.
