O  R  D  E  R

WHEREAS:

A.      By Order G-49-12 dated April 20, 2012, the British Columbia Utilities Commission (Commission) approved the British Columbia Hydro and Power Authority (BC Hydro) Amendment #1 to the Transmission Service Rate Customer Baseline Load (CBL) F2011 and F2012 Application dated March 30, 2012 (Amendment #1 Application).  As part of the Order the Commission accepted BC Hydro’s request that the Interim F2011 CBL for Howe Sound Pulp and Paper (Ontario Street), Howe Sound Pulp and Paper (Port Mellon), Neucel Specialty Cellulose Ltd. (Neucel) and Norampac Paper Inc. Burnaby (Norampac) are to remain interim until further order of the Commission;

 

B.      On November 9, 2012, BC Hydro filed with the Commission an application for approval of the Adjusted F2011 and Interim F2012 CBLs for Neucel and Norampac (Application).  BC Hydro submits that these CBL determinations were previously in dispute and have now been resolved.  BC Hydro proposes that the two outstanding Howe Sound Pulp and Paper CBLs remain interim until further application by BC Hydro;

 

C.      BC Hydro has requested that the appendices included in the Application remain confidential as they contain customer-specific information;

 

D.      The Commission has reviewed the Application and considers that its approval is warranted.

NOW THEREFORE the Commission orders as follows:

 

1.       The Customer Baseline Loads (CBLs) for the two highlighted customer sites (Neucel shown at line 76 of Appendix A and Norampac shown at line 78 of Appendix A) in the column identified as "Adjusted F2011 CBL for Final Approval" contained in Appendix A of the Application are approved on a final and permanent basis.

 

2.       The Customer Baseline Loads for the two highlighted customer sites (Neucel and Norampac) in the column identified as “Interim F2012 CBL for Interim Approval” contained in Appendix A of the Application are approved on an interim basis until further application by BC Hydro.

 

3.       To protect commercially sensitive information, all customer specific information contained in the Application will be kept confidential as requested by BC Hydro.
