Application for a Certificate of Public Convenience and Necessity to Construct a

Geo-exchange System for the Seylynn Development Thermal Energy System

O  R  D  E  R

WHEREAS:

 

A.       On December 23, 2013, FortisBC Alternative Energy Services Inc. (FAES) applied to the British Columbia Utilities Commission (Commission) for an order granting a Certificate of Public Convenience and Necessity (CPCN) for the construction of the Geo-exchange System (GES) for the Seylynn Development thermal energy system (Application).  In the Application, FAES requests approval by January 15, 2014, in order to maintain the construction schedule for the Development;

 

B.       FAES states that it will seek further approvals related to the larger thermal energy system that it plans to purchase from the developer and operate at the Seylynn Development at a later date;

 

C.       FAES filed with its Application a Construction and Purchase Agreement between itself and the developer and a GES Proposal by its selected installation contractor which FAES requests the Commission keep confidential due to commercially sensitive information that could compromise future negotiating positions;

 

D.       The Commission has reviewed the Application and considers that it is in the public interest to grant a CPCN for the construction of the GES.

 

NOW THEREFORE pursuant to sections 45-46 of the Utilities Commission Act, the Commission orders as follows:

 

1.       A Certificate of Public Convenience and Necessity is granted to FortisBC Alternative Energy Services Inc. to construct the Geo-exchange System for the Seylynn Development thermal energy system as described in the Application.

 

2.       The Commission will hold the Construction and Purchase Agreement between FAES and the developer and the GES installation quote confidential.
