O  R  D  E  R

WHEREAS:

 

A.      On May 15, 2014, pursuant to sections 58 to 61 of the Utilities Commission Act, FortisBC Inc. (FortisBC) filed an application with the British Columbia Utilities Commission (Commission) requesting approval of Rate Schedule 111 and Tariff Supplement No. 10 containing a Residual Capacity Agreement (Application);

B.      The British Columbia Old Age Pensioners’ Organization et al., Commercial Energy Consumers Association of British Columbia, British Columbia Hydro and Power Authority, the Industrial Customers Group, the BC Municipal Electric Utilities, the Irrigation Ratepayers Group, and Norman Gabana registered as interveners;

 

C.      By Order G-108-14 dated August 1, 2014, the Commission directed that the Application be heard through a written hearing;

 

D.      Orders G-108-14 dated August 1, 2014, and G-146-14 dated September 19, 2014, set the Regulatory Timetable for the review of the Application;

 

E.       By Order G-161-14 dated October 17, 2014, the Commission approved the Application as filed;

 

F.       The following interveners filed the applications for Participant Assistance Cost Awards (PACA Applications):

G.     On October 3, 2014, and November 21, 2014, the Commission issued letters to FortisBC requesting comments on the PACA Applications;

 

H.      On October 16, 2014, and December 4, 2014, FortisBC provided its comments stating that as long as the Commission has no concerns with the times identified or the amounts applied for, FortisBC has no further comments on the PACA Application; and

I.        The Commission reviewed the PACA Applications with regard to the criteria and rates set out in the PACA Guidelines in Commission Order G-72-07 and considered FortisBC’s comments.

 

NOW THEREFORE, pursuant to section 118(1) of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:

                                                                                     

1.    Participant Assistance/Cost Award funding is approved to the following interveners for their participation in the FortisBC Inc.’s Application for approval of the Residual Capacity Agreement, Electric Tariff Supplement
No. 10 and Rate Schedule 111 proceeding:

2.    FortisBC Inc. is directed to reimburse the above-noted interveners for the approved award amount in a timely manner.
