O  R  D  E  R

WHEREAS:

 

A.      By Order C-6-12 dated April 30, 2012, the British Columbia Utilities Commission (Commission) approved a Certificate of Public Convenience and Necessity for FortisBC Energy Inc. (FEI) to construct and operate a compressed natural gas refuelling station at the premises of BFI Canada Inc. (BFI) located in Coquitlam, British Columbia;

 

B.      On June 15, 2012, FEI submitted to the Commission an Application for Variance and Reconsideration and Revised Application for Rates for Fueling Service for BFI Canada Inc. requesting reconsideration of certain aspects of Order C-6-12 (BFI Reconsideration);

 

C.      On July 4, 2012, British Columbia Pensioners’ and Seniors’ Organization et al. (BCPSO) filed a submission in Phase 1 of the BFI Reconsideration proceeding;

 

D.      On August 21, 2012, the Commission issued Order G-112-12 determining that the BFI Reconsideration should proceed to Phase 2;

 

E.       On October 17, 2012, the Commission issued Order G-150-12 and Reasons for Decision in regard to the BFI Reconsideration;

 

F.       On September 27, 2012, BCPSO filed an application for Participant Assistance/Cost Award (PACA) funding in respect to its participation in the BFI Reconsideration;

G.     By letter dated November 2, 2012, to the Commission FEI indicated it had no comments regarding the PACA amount submitted so long as the Commission had no concerns; and

 

H.      The Commission reviewed the BCPSO’s PACA application with regard to the criteria and rates set out in the PACA Guidelines in Commission Order G-72-07 and concluded that PACA funding should be awarded to BCPSO in the amount set out in the application.

 

 

NOW THEREFORE the Commission orders as follows:

 

1.       Pursuant to section 118 (1) of the Utilities Commission Act, the Commission awards funds in the amount of $1,881.60 to the British Columbia Pensioners’ and Seniors’ Organization et al. with respect to their participation in the BFI Reconsideration proceeding.

 

2.    FortisBC Energy Inc. is directed to reimburse the above noted participants for the award amounts in a timely manner.
