O  R  D  E  R

WHEREAS:

A.      On October 25, 2013, British Columbia Hydro and Power Authority (BC Hydro) filed pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act (Act) and section 15 of the Administrative Tribunals Act an application (F13/F14 CBL Application) for approval of F2013 customer baseline loads (CBLs), on a final and permanent basis effective April 1, 2012, and new F2014 CBLs, on an interim basis effective April 1, 2013, for Transmission Service Rate (TSR) customers billed on BC Hydro’s Rate Schedule (RS) 1823.  BC Hydro also sought approval to bill certain customers on RS 1823 Energy Charge A;

B.      In that Application, BC Hydro also requested that the F2013 CBL remain interim for nineteen customer sites identified in Appendix A of the F13/F14 CBL Application pending the resolution of certain matters concerning the CBL determination for those customer sites;

C.      On November 29, 2013, Order G-197-13 approved the F13/F14 CBL Application;

D.      On August 13, 2014, BC Hydro filed, pursuant to sections 58 to 61, 89 and 90 of the Act and section 15 of the Administrative Tribunals Act, the TSR CBL Application for Approval of the F2013 and F2014 Outstanding CBLs for the remaining nineteen customer sites (Application).  This Application is for the Final Adjusted F2013 and Interim F2014 CBLs for the nineteen customer sites;

E.       Appendix A of the Application contains the customer Baseline Summary.  Appendix B contains the signed draft amended F2013 CBL Statements (which specify the Final Adjusted F2013 CBL and Interim F2014 CBL).  Appendix C contains the letters signed by the customers of the nineteen sites, signifying their agreement to their proposed CBLs in the Application.  BC Hydro has requested that the documents in Appendices A, B and C remain confidential due to their commercially sensitive nature; and

F.       The British Columbia Utilities Commission has reviewed the Application and determines the Final Adjusted F2013 and Interim F2014 CBLs for the nineteen sites should be approved and that the documents in Appendices A, B and C should remain confidential due to their commercially sensitive nature.

NOW THEREFORE the British Columbia Utilities Commission orders as follows:

1.       The F2013 Customer Baseline Loads for the nineteen customer sites, as applied-for in Appendix B, are approved on a final and permanent basis, subject to filing executed final F2013 Customer Baseline Load Statements in a timely manner.

2.       The F2014 Customer Baseline Loads for the nineteen customer sites, as applied-for, are approved on an interim basis until such time as they are approved on a permanent basis by the Commission, subject to filing executed final contracts in a timely manner.

3.       The Commission will hold confidential the documents in Appendices A, B, and C as requested by British Columbia Hydro and Power Authority due to their commercially sensitive nature.
