O R D E R
WHEREAS:
A. On May 24, 2013, British Columbia Hydro and Power Authority (BC Hydro) filed an application with the British Columbia Utilities Commission (Commission), pursuant to sections 58 to 61 of the Utilities Commission Act (UCA), requesting approval to, among other things, replace an existing power purchase agreement with FortisBC Inc. (FortisBC) under Rate Schedule 3808 (RS 3808 Application);
B. On May 6, 2014, the Commission issued Order G-60-14, approving the RS 3808 Application and directing BC Hydro and FortisBC to carry out certain directives;
C. On June 6, 2014, Zellstoff Celgar Limited Partnership (Celgar), an Intervener in the RS 3808 Application proceeding, submitted a letter to the Commission requesting a reconsideration and variance of Order G‑60‑14 pursuant to section 99 of the UCA (Application for Reconsideration of Order G-60-14);
D. By letter dated June 11, 2014, the Commission established Phase One of the Reconsideration process;
E. On July 10, 2014, by Order G-93-14, the Commission denied Celgar’s Application for Reconsideration of Order G-60-14;
F. On July 22, 2014, the British Columbia Old Age Pensioners’ Organization et al. (BCOAPO) filed a $1008.00 Participant Assistance/Cost Award Application (PACA Application) for its participation in the Application for Reconsideration of Order G-60-14 proceeding. No other Interveners from the RS 3808 Application filed a PACA Application;
G. On August 1, 2014, the Commission issued a letter to BC Hydro requesting comments on the PACA Application;
H. On August 18, 2014, BC Hydro filed a letter with the Commission stating that it has reviewed the cost claim made by BCOAPO and finds that it is substantially consistent with the Commission PACA Guidelines as set out in Order G-72-07 (PACA Guidelines); and
I. The Commission reviewed the PACA Application with regard to the criteria and rates set out in the PACA Guidelines and have taken BC Hydro’s comments into consideration.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:
1. Funding, in the amount of $1008.00, is awarded to the British Columbia Old Age Pensioners Organization et al. (BCOAPO) for its participation in the Zellstoff Celgar Limited Partnership Application for Reconsideration of Order G-60-14 proceeding.
2. The British Columbia Hydro and Power Authority is directed to reimburse BCOAPO for the approved award in a timely manner.
