Registration of Thermal Energy Systems In-Service Prior to August 28, 2014

O  R  D  E  R

WHEREAS:

A.      On August 28, 2014, the British Columbia Utilities Commission (Commission) issued Order G-127-14 approving the Thermal Energy Systems (TES) Regulatory Framework Guidelines (TES Guidelines);

B.      On November 6, 2014, FortisBC Alternative Energy Services Inc. (FAES) filed an application to register the following five TES projects that were in-service prior to August 2014, in accordance with the TES Guidelines;

                              (i)            Flatiron – 1277 Melville Street, Vancouver;

                            (ii)            Pomaria – 1455 Howe Street, Vancouver;

                           (iii)            The Hudson – 1701 Douglas Street, Victoria;

                          (iv)            Alysen Place – 3301 Skaha Lake Rd, Penticton;

                            (v)            Waterstone Pier – 14100 Riverport Way, Richmond;

C.      On November 12, 2014, the Commission issued one round of information requests to FAES. FAES responded on November 21, 2014; and

D.      The Commission reviewed the application and FAES responses to Commission information requests and is satisfied Flatiron, Pomaria, The Hudson, Alysen Place and Waterstone Pier meet the characteristics of a Stream A TES and are suitable for exemption from sections 44.1, 45-46 and 59-61 of the Utilities Commission Act.

 

 

NOW THEREFORE pursuant to sections 88(3) of the Utilities Commission Act, and by the advance approval of the Lieutenant Governor in Council (Orders in Council 400 and 401) the British Columbia Utilities Commission orders as follows:

 

1.      In accordance with the Thermal Energy Systems (TES) Guidelines the following five TES projects are exempt from sections 44.1, 45-46 and 59-61 of the Utilities Commission Act:

 

                              (i)            Flatiron – 1277 Melville Street, Vancouver

                            (ii)            Pomaria – 1455 Howe Street, Vancouver

                           (iii)            The Hudson – 1701 Douglas Street, Victoria

                          (iv)            Alysen Place – 3301 Skaha Lake Rd, Penticton

                            (v)            Waterstone Pier – 14100 Riverport Way, Richmond

 

2.      FortisBC Alternative Energy Services Inc. must file with the Commission, an annual report for each project in accordance with Stream A annual reporting guidelines as provided in Appendix B of the TES Guidelines, with the first report to be filed on or before February 15, 2015.
