O R D E R
WHEREAS:
A. On July 16, 2014, FortisBC Energy Utilities (FEU) filed an application with the Commission for approval of its Common Delivery Rates Methodology;
B. By Order G-105-14 the Commission established a written hearing process and issued a regulatory timetable which included one round of information requests;
C. Three interveners and FEU filed their final submissions with the Commission on August 29, 2014 and on September 5, 2014, respectively;
D. By Order G-132-14 on September 11, 2014, the Commission approved FEU's Common Delivery Rates Methodology subject to certain amendments;
E. On September 26, 2014, the British Columbia Public Interest Advocacy Centre, on behalf of its client British Columbia Old Age Pensioners’ Organization (BCOAPO), applied for Participant Assistance/Cost Award (PACA) funding with regard to its participation in the written process leading up to Order G-132-14;
F. On September 29, 2014, the Commercial Energy Consumers Association of British Columbia (CEC) applied for PACA funding with regard to its participation in the written process leading up to Order G-132-14;
G. On October 21, 2014, FEU advised the Commission it has no comments on the PACA amounts BCOAPO and CEC submitted; and
H. The Commission has reviewed the two PACA applications with regard to the criteria and rates set out in the PACA Guidelines and is satisfied approval is warranted.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act the Commission orders as follows:
1. The British Columbia Old Age Pensioners’ Organization et al. is awarded funds in the requested amount of $5,214.56 with respect to its participation in FortisBC Energy Utilities’ Common Delivery Rates Methodology application process.
2. The Commercial Energy Consumers Association of British Columbia is awarded funds in the requested amount of $5,725.13 with respect to its participation in FortisBC Energy Utilities’ Common Delivery Rates Methodology application process.
3. FortisBC Energy Utilities is to reimburse the applicants the amounts awarded in a timely manner.
