Application for Approval of a
Multi-Year Performance Based Ratemaking Plan

O  R  D  E  R

WHEREAS:

A.      By Orders G-218-13 and G-219-13, the British Columbia Utilities Commission (Commission) established Amended Regulatory Timetables for review of the Applications by FortisBC Inc. (FBC) and FortisBC Energy Inc. (FEI) for approval of Multi-Year Performance Based Ratemaking Plans for the years 2014 through 2018;

B.      Pursuant to the above Orders, the Commission sought submissions from all parties for comments on the remainder of the Regulatory Timetable by January 13, 2014;

C.      Submissions were received from FBC/FEI, the Commercial Energy Consumers Association of British Columbia, the British Columbia Pensioners’ and Seniors’ Organization et al., the Industrial Customers Group, the BC Sustainable Energy Association and the Sierra Club of British Columbia, and the Irrigation Ratepayers Group. Some interveners requested a delay in the oral hearing which is scheduled for March 10, 2014, while others requested additional review processes;

D.      On January 14, 2014, the Canadian Office and Professional Employees' Union, Local 378 (COPE) submitted a letter stating that their expert witness is not available to attend or testify between March 17 and 28, 2014;

E.       On January 16, 2014, by Orders G-7-14 and G-8-14, the Commission amended the Amended Regulatory Timetables for review of the Applications by FBC and FEI for approval of Multi-Year Performance Based Ratemaking Plans for the years 2014 through 2018;

F.       The Commission reviewed the late submission from COPE and considers that further amendments to the Regulatory Timetables are necessary.

 

 

NOW THEREFORE the Commission orders that the remainder of the review process for the FortisBC Inc. and FortisBC Energy Inc. Applications shall proceed according to the Amended Regulatory Timetable that is included as Appendix A to this Order.
