O R D E R
WHEREAS:
A. By Order G-162-13 dated October 7, 2013, the British Columbia Utilities Commission (Commission) approved an increase in the Gas Cost Recovery Charge (GCR Charge) for Panorama Mountain Resort from $11.561 to $13.622 per gigajoule (GJ), effective October 1, 2013;
B. On December 30, 2013, Corix Multi Utility Services Inc. (Corix) filed an application with the Commission to change the GCR Charge for Propane Services at Panorama Mountain Resort, effective February 1, 2014 (Application);
C. In the Application, Corix estimates that the Gas Cost Reconciliation Account (GCRA) has a credit balance of $39,652.81 as at December 31, 2013;
D. Corix proposes to increase the flow-through GCR Charge by $2.300 per GJ to a rate of $15.922 per GJ in order to reflect an anticipated higher cost of propane supply and to adjust for the GCRA credit balance;
E. The proposed rate in the Application is equivalent to an $80 per year or 9.4 percent increase for a typical residential customer and a $2,875 per year or 11.7 percent increase for a typical commercial customer. In the Application, Corix included a customer notice explaining the rate change effect on a customer’s bill;
F. Corix requested that the propane price information filed as Attachment A of the Application be held confidential due to its commercially sensitive nature;
G. The Commission has reviewed the Application and considers that the requested rate change and the confidentiality request of Attachment A are warranted.
NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the Commission orders as follows:
1. The requested increase to the Gas Cost Recovery Charge from $13.622 to $15.922 per gigajoule is approved for Panorama Mountain Resort, effective February 1, 2014.
2. Corix Multi Utility Services Inc. (Corix) must notify all customers affected by the rate change.
3. The information in Attachment A of the Application will be held confidential as requested by Corix to protect commercially sensitive information.
