Dear Ms. Roy:

Re:  FortisBC Energy Inc.

2014 Third Quarter Report on the

Biomethane Variance Account and Biomethane Energy Recovery Charge

Further to your August 15, 2014 filing of the 2014 Third Quarter Report on the Biomethane Variance Account and Biomethane Energy Recovery Charge (BERC) (the 2014 Third Quarter Report) and your September 5, 2014 and September 12, 2014 responses to Commission Non-Confidential Information Request No. 1 and Commission Confidential Information Request No. 1, the British Columbia Utilities Commission acknowledges receipt of the 2014 Third Quarter Report and accepts the recommendation that the BERC remain unchanged at October 1, 2014 as established by Order G-40-14 dated March 13, 2014.

The Commission will hold confidential the information in Tab 1, Page 4.1 to Page 4.3 of the 2014 Third Quarter Report as requested as well as the September 5, 2014 and September 12, 2014 responses to Commission Confidential Information Request No. 1 due to the commercially sensitive nature of the information.

The Commission acknowledges FortisBC Energy Inc.’s stated intention to initiate discussions with Commission staff regarding guidelines and criteria for a mechanism for evaluating when a BERC rate change is warranted in order that a mechanism can be in place for January 1, 2015.  The Commission expects FortisBC Energy Inc. to file proposed guidelines and criteria for BERC rate changes with the 2014 fourth quarter Biomethane Variance Account report.

                                                                                                                                Yours truly,
