Application for Approval of the Blueberry Pipeline Toll Revisions

O  R  D  E  R

 

WHEREAS:

 

A.      On February 3, 2014, Plateau Pipe Line Ltd. (Plateau, or Company) applied to the British Columbia Utilities Commission (Commission) for approval of a revised tariff for the Blueberry Pipeline, effective March 1, 2014 (the Application).  The Application requests approval to increase existing approved Blueberry Pipeline tolls by 25 percent on a permanent basis, effective March 1, 2014;

 

B.      The toll increase is expected to generate additional revenue of $432,869 in 2014, $560,551 in 2015 and $543,735 in 2016;

 

C.      The proposed fiscal year 2014 toll increase will help support integrity and geotechnical projects planned for the next three years (the planned spend is $3.0 million) and will still result in slight under-collection of the revenue requirements at the end of fiscal year 2016.  Plateau will continue to monitor volumes and the planned spend profile to help determine if further toll adjustments are required; and

D.      The Commission reviewed the Application and determines that approval is warranted.

 

 

NOW THEREFORE pursuant to section 65 of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:

 

1.       The requested Blueberry Pipeline toll increase of 25 percent over existing, approved tolls is approved on a permanent basis, effective March 1, 2014.

 

2.       Plateau Pipe Line Ltd. must provide a copy of this Order to all shippers on the Blueberry Pipeline.

 

3.       The approved tolls are subject to review by the Commission in the event of a complaint by one or more shippers on the Blueberry Pipeline within 60 days of this Order.  If a complaint is received by the Commission after 60 days of this Order, any adjustment in tolls will be on a prospective basis.
