O R D E R
WHEREAS:
A. Pursuant to section 125.2(2) of the Utilities Commission Act (Act) the British Columbia Utilities Commission (Commission) has exclusive jurisdiction to determine whether a “reliability standard”, as defined in the Act, is in the public interest and should be adopted in British Columbia;
B. British Columbia Hydro and Power Authority (BC Hydro) is required under section 125.2(3) of the Act to review each reliability standard and provide the Commission with a report assessing:
(a) any adverse impact of the reliability standard on the reliability of electricity transmission in British Columbia if the reliability standard were adopted;
(b) the suitability of the reliability standard for British Columbia;
(c) the potential cost of the reliability standard if it were adopted; and
(d) any other matter prescribed by regulation or identified by order of the Commission;
C. On May 1, 2014, BC Hydro submitted Mandatory Reliability Standards (MRS) Assessment Report No. 7;
D. On May 16, 2014, BC Hydro filed Errata No. 1 to the report to correct a minor typographical error and the recommended effective date for one reliability standard; and
E. Under section 125.2(5)(a) of the Act, if the Commission receives a report under section 125.2(3) of the Act the Commission must make the report available to the public in a reasonable manner, and for a reasonable period of time and consider any comments in response to the report.
NOW THEREFORE the British Columbia Utilities Commission (Commission) orders as follows:
1. The Commission establishes a public comment process for the review of Mandatory Reliability Standards (MRS) Assessment Report No. 7 (Report) according to the Regulatory Timetable set out in Appendix A to this Order. The process provides for public comments on the Report, written Information Requests and responses to Information Requests, if required.
2. Within five (5) business days of the date of this Order, British Columbia Hydro and Power Authority must notify each entity registered in the MRS Program of the Assessment Report and review process by providing them a copy of this Order and/or the link on the Commission’s website where this Order is published.
