Re:  FortisBC Energy Inc. – Revelstoke Service Area

November 2014 – October 2015 Annual Contracting Plan

 

On May 22, 2014, FortisBC Energy Inc. (FEI) submitted to the British Columbia Utilities Commission (Commission), on a confidential basis, its Annual Contracting Plan for the Revelstoke Service Area for the period of November 2014 to October 2015 (Revelstoke 2014 ACP).  In its submission FEI requests Commission acceptance of the Revelstoke 2014 ACP.  The objectives for the Revelstoke 2014 ACP are identified as follows:

 

1.       To provide cost effective, secure, diverse, and reliable supply in order to meet customer requirements; and

 

  1. To reduce the impact of propane price volatility on customer propane rates in a cost effective manner.

 

In compliance with the requirement of Commission Letter L-30-13, FEI also included in its submission the results of the previous year’s contracting plan in terms of financial results of its contracting strategies and the degree to which the objectives were met using these strategies.

 

The Commission has reviewed the FEI filing and accepts the Revelstoke 2014 ACP.  The Commission also accepts that FEI has met the reporting requirement of the previous year’s results as directed by Commission Letter L-30-13, and agrees to hold the contents of the Revelstoke 2014 ACP confidential due to its commercially sensitive nature.

 

FEI is requested to provide a report by the earlier of June 30, 2015 or the date of submission of FEI’s Revelstoke 2015 ACP that identifies the financial outcome of the 2014 ACP and provides an analysis to demonstrate the degree to which the objectives of the 2014 ACP have been met.

 

FEI is also requested to file a reconciliation report for the Revelstoke Propane Cost Deferral Account (PGDA) each year by April 30 of the following year, commencing with the 2014 year, as is the practice with the other FEI gas cost variance accounts, in order to assist the Commission in reviewing the performance and balances in the Revelstoke PGDA going forward.
