Request to Cease Filing Quarterly Export Trade Report
The British Columbia Utilities Commission (Commission) writes in response to a February 6, 2014 request from British Columbia Hydro and Power Authority (BC Hydro) to cease filing confidential and public versions of the Quarterly Export Trade Report (Report).
In 1999, while BC Hydro was under a rate freeze, the Commission received a complaint by the Joint Industry Electricity Steering Committee and the Consumers’ Association of Canada that it should initiate a full review of BC Hydro’s 2000/01 Revenue Requirement. In response to this complaint, the Commission directed BC Hydro, through Letter L‑15-00, to file a report describing its export trade activities. BC Hydro filed its report on export trade on June 30, 2000.
On November 16, 2000, by Letter L-56-00, the Commission stated “Therefore, the Commission has concluded that any further public review of B.C. Hydro’s export trade activities, including the structure of agreements between B.C. Hydro and Powerex can best be undertaken at the revenue requirement hearing in 2001, within the parameters of the directions to both B.C. Hydro and the Commission that exist at that time. However, in the interim, B.C. Hydro must keep the Commission apprised of these income, market, and reservoir conditions, as set out in the next section.” In Letter L-4-01, the Commission agreed to a BC Hydro request to hold some of the information in the report confidential.
The Commission agrees with BC Hydro that the Report is no longer necessary and accepts BC Hydro’s request to cease filing quarterly confidential and public versions of the Report.
