Re: Corix Multi-Utility Services Inc.

Application for a Certificate of Public Convenience and Necessity

for Phase 1 of the Neighbourhood District Energy System at the University of British Columbia

 

On December 12, 2014 the Commission released its Decision and Order C-11-14 (Order) on the Corix Multi-Utility Services Inc. (Corix) CPCN Application for Phase 1 of the Neighbourhood District Energy System at the University of British Columbia. The Order did not approve the rate design applied for, but stipulated that it would approve, subject to Corix filing a revised rate design and rate no later than 6 months prior to commissioning the Phase 1 Westbrook NDES, a 20-year levelized rate design based solely on the Phase 1 Wesbrook revenues and costs.

 

On December 17, 2014, Corix filed a letter with the Commission requesting relief from the requirement to file a revised rate design and rate no later than 6 months prior to commissioning the Phase 1 Wesbrook NDES. Corix proposed that the timing on filing a revised rate design be amended to coincide with the Commission’s directive to file an executed revised Infrastructure Agreement within 60 days of the date of the Order. Corix explained that as currently contemplated the initial building to be attached to the NDES is scheduled to be connected on June 1, 2015 with occupancy expected on July 1, 2015. This proposal would provide approximately 3 and 1/2 months for the Commission to review and rule on the application.

 

We find Corix’s proposal reasonable provided it will file a revised rate design and rate on or before February 10, 2015.
