O R D E R

WHEREAS:

A.      By Order G-197-08 dated December 18, 2008, the British Columbia Utilities Commission (Commission) approved a BC Hydro shore service rate, Electric Tariff Supplement (TS) 76, for the provision of non-firm shore service for use by Port Metro Vancouver for cruise ships to Canada Place Wharf. Order G-197-08 was issued pursuant to a ministerial order to the Commission BC Reg. 291/2008;

B.      On January 28, 2015, BC Hydro held a shore power rate workshop to present to stakeholders its proposed new shore power rate that would expand the eligibility criteria stipulated in TS 76;

C.      By letter dated April 10, 2015, BC Hydro filed its application for approval of Rate Schedules 1280 and 1891, and TS 86 for the provision of non-firm shore power service (Application). The Application is in response to requests from Port Metro Vancouver and Prince Rupert Port Authority and is based on the previously Commission approved TS 76, and expands port customer and vessel eligibility; and

D.      The Panel has considered BC Hydro’s Application and proposed regulatory review process.

NOW THEREFORE, the Commission orders, pursuant to section 61 of the Utilities Commission Act, that a regulatory proceeding be established for the review of the Shore Power Rate Application in accordance with the regulatory timetable that is set out and attached as Appendix A to this order.
