O  R  D  E  R

WHEREAS:

 

A.      On December 19, 2014, British Columbia Hydro and Power Authority (BC Hydro) filed, pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act (Act), an Application for approval of F2014 customer baseline loads (CBLs), on a final and permanent basis effective April 1, 2013, and F2015 CBLs, on an interim basis effective April 1, 2014, for Transmission Service Rate (TSR) customers billed on BC Hydro’s Rate Schedule (RS) 1823. BC Hydro also sought approval to bill certain customers on RS 1823 Energy Charge A;

B.      BC Hydro stated that per section 6.2.1 of the CBL Determination Guidelines, BC Hydro has submitted all CBL determinations reflected in the Application to the customer for review and comment prior to filing the Application;

C.      On January 27, 2015, the British Columbia Utilities Commission (Commission) directed BC Hydro to transmit to its TSR CBL customers the Commission’s request for each BC Hydro TSR customer to inform the Commission by February 13, 2015, if it disputes the Adjusted F2014 CBL or Interim F2015 CBL as proposed by BC Hydro;

D.      As of February 16, 2015, there have been no TSR CBL customer concerns received by the Commission;

E.       BC Hydro has requested that the filing and associated documents in Appendices A, B, C and D remain confidential due to their commercially sensitive nature; and

F.       The Commission reviewed the Application and considers that approval is warranted.

 

NOW THEREFORE the British Columbia Utilities Commission orders as follows:

 

1.       The Final Adjusted F2014 Customer Baseline Loads (CBLs), effective April 1, 2013, and the placement of specified customers on Rate Scheule (RS) 1823 Energy Charge A during F2014, in the column identified as “Final Adjusted F2014 CBL for Final Approval” contained in Appendix A of the Application, are approved on a final and permanent basis.

2.       The F2015 Interim CBLs, effective April 1, 2014, and the placement of specified customers on RS 1823 Energy Charge A, in the column identified as “Interim F2015 CBL for Interim Approval” contained in Appendix A of the Application, are approved on an interim basis until further application by British Columbia Hydro and Power Authority.

3.       To protect commercially sensitive information, all customer specific information contained in the Application will be kept confidential as requested by BC Hydro.
