Application for Acceptance of the 2015 Resource Plan

O  R  D  E  R

WHEREAS:

A.      On April 17, 2015, Pacific Northern Gas (N.E.) Ltd. [PNG (N.E.)] filed its 2015 Resource Plan application for the Fort St. John/Dawson Creek and Tumbler Ridge distribution systems [PNG (N.E.) 2015 Resource Plan] in accordance with the British Columbia Utilities Commission’s (Commission) Resource Planning Guidelines and section 44.1 of the Utilities Commission Act (Application);

B.      PNG (N.E.) provided a copy of the PNG (N.E.) 2015 Resource Plan to the parties who registered as interveners in the PNG-West 2014 Resource Plan for the PNG-West Pipeline System and PNG (N.E.) Resubmission of the Demand-Side Management (DSM) Part of the 2012 Resource Plan and Load Forecast Update for the PNG (N.E.) Pipeline System proceeding;

C.      The Commission has determined that a written review process is warranted for the review of the Application and considers that a regulatory timetable should be established.

NOW THEREFORE the Commission orders as follows:

1.       A written hearing process is established for the review of the Pacific Northern Gas (N.E.) Ltd. 2015 Resource Plan for the Fort St. John/Dawson Creek and Tumbler Ridge distribution systems [PNG (N.E.) 2015 Resource Plan] in accordance with the Regulatory Timetable attached as Appendix A to this Order.

2.       PNG (N.E.) shall provide a copy of this Order by no later than Thursday, May 7, 2015 to each of the stakeholders consulted as outlined in section 6 of the PNG (N.E.) 2015 Resource Plan and registered interveners and interested parties for the following proceedings:

•         PNG-West 2014 Resource Plan for the PNG-West Pipeline System and PNG (N.E.) Resubmission of the Demand-Side Management Part of the 2012 Resource Plan and Load Forecast Update for the PNG (N.E.) Pipeline System;

•         2014 PNG (N.E.) Application for a Certificate of Public Convenience and Necessity to Acquire, Construct, Own and Operate a Compressed Natural Gas Virtual Pipeline between the Communities of Dawson Creek and Tumbler Ridge; and

•         PNG (N.E.) 2012 Resource Plan for PNG (N.E.) Pipeline Systems.

3.       Interveners or interested parties who wish to participate in the PNG (N.E.) Application for Acceptance of the 2015 Resource Plan proceeding should register with the Commission, in writing or electronic submission, by Friday, May 15, 2015. Interveners should specifically state the nature of their interest in the PNG (N.E.) 2015 Resource Plan and identify generally the nature of the issues that they intend to pursue during the proceeding and the nature and extent of their anticipated involvement in the review process.

4.       Interveners intending to apply for Participant Assistance must submit a budget estimate by Friday, May 22, 2015, consistent with the Commission’s Participant Assistance/Cost Award Guidelines and Order G‑72‐07.
