O R D E R
WHEREAS:
A. On November 28, 2014, Pacific Northern Gas (N.E.) Ltd. [PNG (NE)] filed an application regarding 2015 Delivery Rates and Changes to the Revenue Stabilization Adjustment Mechanism (RSAM) rate rider for the Tumbler Ridge (TR) division (Application) with the British Columbia Utilities Commission (Commission), pursuant to sections 59 to 61 of the Utilities Commission Act (UCA);
B. On December 12, 2014, Commission Order G-196-14 approved, on an interim basis, effective January 1, 2015, the retention of the current delivery charge and the RSAM rate rider set forth in the Application. The order also established a regulatory timetable that included a date for the submission of an updated Application;
C. On March 9, 2015 PNG (NE) filed a request seeking Commission approval to withdraw the Application, retain the delivery rates approved under the 2014 Negotiated Settlement Process for 2015 and retract its request to create a new deferral account to capture the 2015 forecast revenue deficiency of $4,000;
D. PNG (NE) also seeks approval to retract the change in the TR division RSAM rate rider and states that it plans to file a separate simplified application which will address the proposed TR division RSAM rate rider for 2015; and
E. The Commission has reviewed the Application and the request to withdraw the Application and considers that approval of the withdrawal request is warranted.
NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the Commission orders as follows:
- The Pacific Northern Gas (N.E.) Ltd. [PNG (NE)] request to withdraw the Application is approved.
- PNG (N.E.) is directed to retract the change in the Tumbler Ridge division Revenue Stabilization Adjustment Mechanism (RSAM) rate rider and refund to or recover from customers, as the case may be, the difference between the interim and permanent RSAM rate rider at the average prime rate of PNG (NE)’s principal bank for its most recent year.
