for Approval of the Fiscal 2015/16 Revenue Requirements and Cost of Service Rate

for Thermal Energy Services to Delta School District Number 37

O  R  D  E  R

 

WHEREAS:

 

A.   On March 9, 2012, the British Commission Utilities Commission (Commission) approved the provision of thermal energy service to Delta School District Number 37 (DSD) subject to proof of assignment to FAES under Order G-31-12 and accompanying decision (the Decision);

 

B.    Proof of assignment was filed and on March 16, 2012, the Commission issued Order C-3-12 granting a Certificate of Public Convenience and Necessity to FAES;

 

C.    In the Decision, the Commission approved the annual rate setting mechanism which requires FAES to file a DSD Revenue Requirements Application including its forecast balance of the SD 37 Deferral Account and the forecast of thermal demand to establish the cost of service rate for the upcoming contract year, running from July 1 through June 30;

 

D.   On April 29, 2015, FAES filed its Fiscal 2015/16 Revenue Requirements and Cost of Service Rate for the DSD (the Application) and calculates the forecast cost of service rate for the 2015/16 fiscal year to be $0.184 per KWh; and

 

E.    The Commission finds that a written process to review the Application is warranted.

 

 

NOW THEREFORE the Commission orders as follows:

 

1.       The Application will be examined by way of a written public hearing process and will proceed according to the Regulatory Timetable attached as Appendix A.

 

2.       The Application, together with any supporting materials, will be made available for inspection at FAES 1111 West Georgia Street, Vancouver, BC, V6E 4M3 and at the British Columbia Utilities Commission, Sixth Floor, 900 Howe Street, Vancouver, BC, V6Z 2N3, and will also be available on the FAES website at http://www.fortisbc.com/AlternativeEnergyServices/PublicInformation/Pages/default.aspx and the Commission website at http://www.bcuc.com/ApplicationView.aspx?ApplicationId=494.

 

3.       FAES shall provide a copy of the Application to all registered Interveners and Interested Parties who have registered in the original Certificate of Public Convenience and Necessity proceeding during 2011 – 2012 period.

 

4.       The Commission considers that this Application should have limited interests to the general public as the rates sought apply to only one customer, Delta SD, accordingly Participating Funding will not be available to Registered Interveners other than the customer.

 

5.       Interveners or Interested Parties should register with the Commission, in writing or electronic submission, by. Interveners should specifically state the nature of their interest in the Application and identify generally the nature of the issues that they may intend to pursue during the proceeding, and the nature and extent of their anticipated involvement in the review process.
