Biomethane Variance Account / 2015 Second Quarter Report

 

Further to FortisBC Energy Inc.’s May 14, 2015 filing of the 2015 Second Quarter Report on the Biomethane Variance Account (BVA) and Biomethane Energy Recovery Charge (BERC), the British Columbia Utilities Commission acknowledges receipt of the Second Quarter Report and accepts the recommendation that the BERC rate remain unchanged at July 1, 2015.

 

The Commission will hold confidential the information in Pages 4.1 to Page 4.3 in Tab 1 of the Second Quarter Report and FEI’s confidential response to Commission information request No. 1 as the supply contract information is considered market sensitive data. The Commission observes that some of the cost information contained in the confidential pages does not appear to warrant the need to be kept confidential. For transparency purposes, in future quarterly BVA reports, FEI is requested to either:

 

1.       restructure the report so that the monthly general administration costs for the biomethane program and monthly cost-of-service costs for each of the FEI owned and operated upgraders and any interconnection facility costs to be recorded in the BVA are reported as separate line items on the non-confidential schedules, or

 

2.       provide the rationale for why this information should be kept confidential.
