2015 Biomethane Energy Recovery Charge Rate Methodology Application

Request for Extension

 

In FortisBC Energy Inc.’s (FEI) 2015 First Quarter Report on the Biomethane Variance Account (BVA) and Biomethane Energy Recovery Charge (BERC), FEI stated it intended to file an application for a proposed rate methodology for the BERC (BERC Application) on or before June 30, 2015. The BC Utilities Commission (Commission), by Letter L-10-15 dated March 16, 2015, acknowledged FEI’s update on the intended filing date of a proposed rate methodology for the BERC and requested that FEI file this application by June 30, 2015, as stated by FEI in the 2015 First Quarter BVA Report.

 

By letter dated June 9, 2015, FEI informed the Commission that the BERC Application cannot be completed in time to file by June 30, 2015, and requests an approximate two-month extension to the filing of the application to on or before Friday, August 28, 2015.

 

The Commission acknowledges FEI’s request to extend the filing date of the BERC Application from June 30, 2015 to August 28, 2015.

 

The Commission notes that in FEI’s 2014 Fourth Quarter BVA Report filed on October 22, 2014, FEI listed items it will be considering in its proposed BERC rate methodology. In addition to the listed items, FEI is requested to include in the BERC Application a review of the appropriate timing and volume triggers for the recovery of unsold biomethane through the Midstream Cost Reconciliation Account.
