Compliance Filing Pursuant to Order E-3-15

2015/16 Annual Contracting Plan

 

On August 7, 2015 Creative Energy Vancouver Platforms Inc. (Creative Energy) in compliance with Order E-3-15, submitted to the British Columbia Utilities Commission (Commission), on a confidential basis, Creative Energy’s Annual Contracting Plan for the period of November 2015 to October 2016 (2015/16 ACP). In its submission, Creative Energy provides details regarding its plans for entering into natural gas supply contracts for the 2015/16 contract year and requests Commission acceptance to enter into a fixed forward price contract for approximately 25 percent of its winter natural gas supply requirement.

 

The Commission reviewed the Creative Energy filing and accepts the 2015/16 Annual Contracting Plan including Creative Energy’s plan to enter into a fixed forward price contract.

 

The Commission’s Rules for Natural Gas Energy Supply Contracts (Rules) that are Appendix A to Order G‑130-06 set out rules to facilitate the review of natural gas energy supply contacts that must be filed with the Commission for acceptance under section 71 of the Utilities Commission Act as being in the public interest. Rule 2.0 states that “all energy supply contracts for the sale of natural gas to a public utility, other than those for purchases from another public utility, and all subsequent amendments, must be filed with the Commission.” Rule 14.0 states that “Public utilities must submit and obtain Commission acceptance of annual gas contracting plans prior to entering into significant gas supply arrangements for each gas contract year.”

 


 

Consistent with Rule 11.0 of the Rules (attached), Creative Energy is requested to file for acceptance the natural gas energy supply contracts it executes for the 2015/16 contract year. Creative Energy is also requested to file its 2016/17 annual contracting plan prior to entering into gas supply contracts for the period commencing November 1, 2016 but no later than June 30, 2016.

 

The Commission agrees to hold confidential the 2015/16 ACP filing and related information filed in support of the 2015/16 ACP as it contains commercially sensitive information.
