O  R  D  E  R

WHEREAS:

A.      On July 16, 2015, Pacific Northern Gas Ltd. (PNG) submitted an application to the British Columbia Utilities Commission (Commission) seeking an expedited review for a Certificate of Public Convenience and Necessity (CPCN) and other approvals to construct and operate an approximate 8.8 kilometre interconnecting pipeline between Kitimat and Douglas Channel (Application);

B.      On July 22, 2015, by Order G-122-15, the Commission established a preliminary Regulatory Timetable and sought comments from interveners on whether a written review process or a combination of written (information requests) and a Streamlined Review Process (SRP) is preferred;

C.      Comments received from the British Columbia Old Age Pensioners’ Organization et al. (BCOAPO) and LNG Canada Development Inc. preferred a written review process while the British Columbia Hydro and Power Authority stated it had no preference; and

D.      The Commission has considered the comments and has determined that a second round of information requests should be allowed in order to proceed with a written hearing, while still accommodating the expedited review requested timeline.

NOW THEREFORE the Commission orders that the review of Pacific Northern Gas Ltd.’s Application for a Certificate of Public Convenience and Necessity to Construct and Operate an Interconnecting Pipeline between Kitimat and Douglas Channel shall proceed according to the amended Regulatory Timetable attached as Appendix A to this Order.
