Annual Review of 2016 Delivery Rates

O  R  D  E  R

WHEREAS:

A.      On September 15, 2014, the British Columbia Utilities Commission (Commission) issued its Decision and Order G-138-14 for FortisBC Energy Inc. (FEI) approving a Multi-Year Performance Based Ratemaking (PBR) Plan for 2014 through 2019 (the PBR Decision). In accordance with the PBR Decision, FEI is to conduct an annual review process to set delivery rates for each year;

B.      On May 27, 2015, the Commission issued its Decision and Order G-86-15 in the FEI Annual Review of 2015 Delivery Rates, setting out, among other things, the default regulatory timetable template for future annual reviews to include:

         Intervener and Interested Party Registration;

         Commission and Intervener Information Requests No. 1;

         FEI Response to Commission and Intervener Information Request No. 1;

         A workshop which includes Commission panel participation. The format of the workshop, including who facilitates it, will be determined at each annual review proceeding;

         FEI Response to Undertakings from Workshop;

         Intervener Written Submissions; and

         FEI Written Reply Submissions;

C.      On August 10, 2015, FEI proposed a regulatory timetable for its Annual Review of 2016 Delivery Rates and on August 14, 2015, after discussion with Commission staff, FEI proposed a revised regulatory timetable; and

D.      The Commission has reviewed the FEI submission and considers that establishment of a regulatory timetable for the Annual Review of 2016 Delivery Rates is warranted.

NOW THEREFORE the Commission orders as follows:

1.       The Regulatory Timetable for the FortisBC Energy Inc. Annual Review of 2016 Delivery Rates is set out in Appendix A to this order.

2.       A Workshop to review FortisBC Energy Inc.’s 2015 performance results and the 2016 revenue requirements will be held on Monday, October 26, 2015, commencing at 9:00am, at the Commission Hearing Room on the 12th Floor, 1125 Howe Street, Vancouver BC.

3.       Interveners and interested parties should register with the Commission via email or in writing, by Monday, September 14, 2015. Interveners should specifically state the nature of their interest in the Application, identify generally the nature of the issues that they intend to pursue, and the nature and extent of their anticipated involvement in the proceeding.
