O R D E R
WHEREAS:
A. On December 12, 2014, British Columbia Hydro and Power Authority (BC Hydro) filed an application with the British Columbia Utilities Commission (Commission) for approval of Contracted Generator Baseline (GBL) Guidelines in compliance with Orders G-19-14 and G-106-14 (Application);
B. The BC Sustainable Energy Association and the Sierra Club of British Columbia, British Columbia Old Age Pensioners’ Organization et al. and the Commercial Energy Consumers Association of British Columbia, intervened and participated in the proceeding;
C. By September 12, 2015, the following interveners filed Participant Assistance/Cost Award (PACA) applications with the Commission:

D. On October 7, 2015, BC Hydro advised the Commission it had no substantive comments on the PACA application amounts which were submitted; and
E. The Commission has reviewed the PACA applications and the comments from BC Hydro with regard to the criteria and rates set out in the PACA Guidelines in Commission Order G-72-07 and concludes that PACA funding should be awarded.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the Commission approves:
1. Participant Assistance/Cost Awards in the following amounts with respect to their participation in the British Columbia Hydro and Power Authority Application for Approval of Contracted Generator Baseline Guidelines and Reconsideration and Variance of Order G-19-14:
BC Sustainable Energy Association and the Sierra Club of British Columbia |
$11,520.45 |
British Columbia Old Age Pensioners’ Organization et al. |
$15,813.00 |
Commercial Energy Consumers Association of British Columbia |
$13,283.95 |
2. British Columbia Hydro and Power Authority is directed to reimburse the above participants for the respective amounts that have been awarded in a timely manner.
