Application to Deregister for certain functions required for Compliance
with Mandatory Reliability Standards in British Columbia

O R D E R
WHEREAS:
A. The Mandatory Reliability Standards Regulation (MRS Regulation), Ministerial Order M039, deposited February 23, 2009, described the parties subject to reliability standards adopted under section 125.2(6) of the Utilities Commission Act. On June 4, 2009, the British Columbia Utilities Commission (Commission) issued Order G-67-09 specifying that entities subject to reliability standards must register with the Commission;
B. In accordance with the Administration Agreement between the Western Electricity Coordinating Council (WECC) and the Commission, dated September 8, 2009 and renewed August 21, 2014, WECC makes registration recommendations in its role as Administrator for the BC Mandatory Reliability Standards (MRS) Program;
C. By Order G-141-10, Powell River Energy Inc. (PREI) was registered with the BC MRS Program for the functions of Generator Owner and Generator Operator;
D. On October 7, 2014, Ministerial Order M325 amended the MRS Regulation with a revised definition of the bulk power system and a revision to the parties that are subject to reliability standards in BC;
E. On October 5, 2015, WECC informed the Commission that PREI meets the requirements of Exclusion E2 of the MRS Regulation and recommended the Commission deregister PREI as Generator Owner and Generator Operator with the BC MRS Program. On October 6, 2015, PREI responded that it is in favour of the recommendation; and
F. The Commission considers WECC’s recommendation to deregister PREI is warranted.
NOW THEREFORE pursuant to section 125.2(10) of the Utilities Commission Act and in accordance with the Rules of Procedure for Reliability Standards in British Columbia and the Registration Manual attached as Appendix A thereto, the British Columbia Utilities Commission approves the deregistration of Powell River Energy Inc. for the functions of Generator Owner and Generator Operator and requires no further Mandatory Reliability Standards filings.
