Application for Approval of Revised Tolls on the Western Pipeline System

O R D E R
WHEREAS:
A. By way of Order G-58-13 dated April 18, 2013, the British Columbia Utilities Commission (Commission) approved the Long Term Service Toll Settlement (LTSTS) Agreement between Plateau Pipe Line Ltd. (Plateau) and three Shippers on the Western Pipeline System, effective March 1, 2012 to December 31, 2016. Shippers who have not signed the LTSTS are subject to an interruptible service toll of 125 percent of the then effective toll;
B. On September 24, 2015, Plateau applied to the Commission for approval of a permanent toll revision on the Western Pipeline System for Taylor to Prince George from $18.00/m3 to $35.00/m3, Prince George to Kamloops from $53.00/m3 to $59.00/m3 and for Taylor to Kamloops from $71.00/m3 to $94.00/m3, effective October 1, 2015 (Application). Plateau submits that the toll revision is required to cover a decrease in estimated annual volume profiles and an increase in system integrity costs to ensure safe and reliable operations on the Western Pipeline System; and
C. The Commission reviewed the Application and determines that approval of the toll revision on the Western Pipeline System is warranted.
NOW THEREFORE pursuant to section 65 (3.1) of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:
1. The Western Pipeline System toll of $35.00/m3 for Taylor to Prince George is approved as permanent, effective immediately.
2. The Western Pipeline System toll of $59.00/m3 for Prince George to Kamloops is approved as permanent, effective immediately.
3. The Western Pipeline System toll of $94.00/m3 for Taylor to Kamloops is approved as permanent, effective immediately.
4. Plateau Pipe Line Ltd. must provide a copy of this order to all shippers on the Western Pipeline System.
5. The approved tolls on the Western Pipeline System are permanent and subject to review by the British Columbia Utilities Commission in the event of a complaint by one or more of the shippers within 60 days of this order. If a complaint is received by the Commission after 60 days of this Order, any adjustment in tolls will be on a prospective basis.
