Application for Approval of Rates for Compressed Natural Gas (CNG) Fueling
Service to the Corporation of the City of Victoria from the CNG Fueling Station,
Located at FEI’s Victoria Regional Office Facility in Langford

O R D E R
WHEREAS:
A. On May 6, 2015, FortisBC Energy Inc. (FEI) and the Corporation of the City of Victoria (City of Victoria) entered into a Fueling Services Agreement (City of Victoria Agreement) which establishes rates for the City of Victoria to receive compressed natural gas (CNG) fueling service from the CNG Station located at FEI’s Victoria Regional Office facility in Langford, British Columbia;
B. On September 2, 2015, FEI applied to the British Columbia Utilities Commission (Commission), on a confidential basis for approval of the rates for service established in the City of Victoria Agreement (Original Application);
C. On September 14, 2015, FEI submitted confidential and redacted versions of the Original Application and the City of Victoria Agreement. FEI requests Commission approval of the rates for CNG service established in the City of Victoria Agreement on an interim and permanent basis, pursuant to sections 59 to 61 of the Utilities Commission Act, effective June 1, 2015 (Redacted Application);
D. On September 22, 2015, Commission Order G-150-15 approved the rates for CNG service, established in the proposed City of Victoria Agreement for CNG fueling service, on an interim basis, effective on June 1, 2015;
E. In a letter dated October 1, 2015, the Commission sought clarification from FEI on the classification of certain information in the Redacted Application as confidential in this proceeding. On October 6, 2015, FEI responded to the Commission’s letter and confirmed that the Original Application should be filed publicly;
F. On October 6, 2015, FEI filed the Original Application on a non-confidential basis (Application); and
G. The Commission has reviewed and considered the Application and determines that the rates for CNG service should be approved.
NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the Commission orders that:
1. The rates established in the City of Victoria Agreement are approved on a permanent basis, effective on June 1, 2015.
2. FortisBC Energy Inc. is to file the City of Victoria Agreement in tariff supplement form on a timely basis for endorsement by the Commission.
