O R D E R
WHEREAS:
A. On September 25, 2015, FortisBC Inc. (FBC or the Company) filed an application for approval to amend Electric Tariff Rate Schedule 50 Lighting – All Areas (RS 50) (the Application) to accommodate the billing of Light Emitting Diode (LED) lighting;
B. The amendments to RS 50 include offering Type I (Customer owned and maintained) and Type II (Customer owned and Company maintained) lighting service on a per kWh basis and with an optional dimming schedule for LED lighting;
C. The Application includes customer letters of support from the Cities of Kelowna, Castlegar, Trail and the Corporation of the Village of Slocan;
D. FBC submits that no further process to review the Application is necessary as the proposed tariff amendments provide customers with an option to pursue energy efficiency as envisioned in the Clean Energy Act and the updates to RS 50 do not result in any cost shifting to other rate classes; and
E. The Commission has reviewed the Application and concludes that parties who are registered interveners of FBC’s Annual Review of 2016 Rates proceeding, should be given an opportunity to make submissions on the Application.
NOW THEREFORE pursuant to sections 59-61 of the Utilities Commission Act, the Commission orders as follows:
1. The regulatory review process will be via written submissions from parties who are registered interveners of FBC’s Annual Review of 2016 Rates proceeding. Stakeholders should make their submissions by October 28, 2015. FBC has the option to respond to Stakeholder submissions by November 4, 2015.
2. FBC is directed to send copies of the Application and this order immediately following issuance to all parties who are registered as interveners in the FBC Annual Review of 2016 Rates proceeding.
