O R D E R
WHEREAS:
A. On July 16, 2015, Pacific Northern Gas Ltd. (PNG) submitted an application to the British Columbia Utilities Commission (Commission), pursuant to sections 45 and 46 of the Utilities Commission Act, for a Certificate of Public Convenience and Necessity (CPCN) to construct and operate an approximate 8.8 kilometre interconnecting pipeline between Kitimat and Douglas Channel (Application);
B. By Order G-137-15 dated August 14, 2015, the Commission established a written hearing process and amended the Regulatory Timetable established by Order G-122-15 on July 22, 2015 for the review of the Application;
C. The review process included two rounds of information requests and submissions, and included the participation of the British Columbia Old Age Pensioners’ Organization et al. (BCOAPO) as registered interveners;
D. On September 23, 2015, PNG submitted its reply argument;
E. BCOAPO filed an application on October 16, 2015 for Participant Assistant/Cost Awards (PACA) totalling $5,935.23;
F. BCOAPO filed a revised application on October 30, 2015 for PACA totalling $5,825.85;
G. By email dated October 30, 2015, PNG stated that it finds the BCOAPO PACA application in the amount of $5,825.85 to be reasonable; and
H. Pursuant to the PACA Guidelines attached as Appendix A to Order G-72-07, the Panel finds that BCOAPO et al.’s application meets the criteria and concludes that BCOAPO et al. should receive PACA funding in the full amount of its application.
NOW THEREFORE the British Columbia Utilities Commission orders as follows:
1. Pursuant to section 118(1) of the Utilities Commission Act, the Commission approves Participant Assistance/Cost Awards in the following amount with respect to their participation in the Pacific Northern Gas Ltd. Application for a Certificate of Public Convenience and Necessity to Construct and Operate an Interconnecting Pipeline between Kitimat and Douglas Channel proceeding:
British Columbia Old Age Pensioners’ Organization et al. |
$5,825.85 |
2. Pacific Northern Gas Ltd. is directed to reimburse the above noted participant for the amount that has been awarded in a timely manner.
