Section71 Filing of Natural Gas Supply Contracts for the

Commodity and Midstream Portfolios for the 2015/16 Contract Year

O  R  D  E  R

WHEREAS:

A.      By Letter L-28-15 dated July 9, 2015, the British Columbia Utilities Commission (Commission) accepted the FortisBC Energy Inc. (FEI) 2015/16 Annual Contracting Plan (ACP);

B.      On October 29, 2015, pursuant to section 71 of the Utilities Commission Act and section 6.0 of the Commission's Rules for Natural Gas Energy Supply Contracts, FEI filed with the Commission for acceptance of the following:

             i.            the Commodity Portfolio supply allocation between monthly and daily priced contracts as well as the monthly and daily market premiums for Commodity Portfolio baseload and seasonal transactions not yet accepted by the Commission (Commodity Portfolio Filing);

              ii.          the Midstream Portfolio supply allocation between monthly and daily priced contracts as well as the monthly and daily market premiums for Midstream Portfolio seasonal transactions (Midstream Portfolio Filing). Newly executed storage and redelivery contracts previously accepted by the Commission were also referenced for informational purposes;

C.      FEI requests that the details of the Commodity Portfolio Filing and the Midstream Portfolio Filing (FEI Filings) be kept confidential for reasons of commercial sensitivity; and

D.      The Commission reviewed the FEI Filings and is satisfied that the Commodity Portfolio and Midstream Portfolio supply pricing allocations, and the Commodity Portfolio and Midstream Portfolio gas supply contract prices are appropriate considering the market conditions at the time they were negotiated, are consistent with the ACP, and in the public interest.

NOW THEREFORE pursuant to section 71 of the Utilities Commission Act and the British Columbia Utilities Commission’s Rules for Natural Gas Energy Supply Contracts, the Commission accepts the natural gas contracts listed in Attachment A to this order. The Commission will keep the details of the FortisBC Energy Inc. Commodity and Midstream Portfolio Filings confidential as requested by FortisBC Energy Inc. as they contain commercially sensitive information.
