Related to Filing Requirements for Deferral Accounts

ORDER

WHEREAS:

 

A.      On January 6, 2016, Corix Multi-Utility Services Inc. (Corix) applied to the British Columbia Utilities Commission (Commission) for variance of the directives in Order C-7-11 and G-84-15 which require Corix to report on the balances of its revenue deficiency deferral accounts by December 31 of each year. Corix requests that the Commission vary the wording in these directives to align the deferral account filings with the filing of Corix’s Annual Reports to the Commission, which are required to be filed by April 30 of each year (Application);

B.      Order C-7-11 issued on May 6, 2011, granted a Certificate of Public Convenience and Necessity to Corix to construct and operate the initial phase of the Neighbourhood Utility Service district energy utility at UniverCity. Directive 4 of Order C-7-11 stated that Corix must file a report showing the calculation and balance of the revenue deferral account by December 31 of each year;

C.      Order G-84-15 issued on May 25, 2015 approved, subject to certain modifications, Corix’s application for the revenue requirements, rate design and final rates for Phase 1 of the University of British Columbia Neighbourhood District Energy System. Directive 9 of Order G-84-15 stated that Corix must report on the balance of the revenue deficiency deferral account by December 31 of each year;

D.      In the Application, Corix states that filing the deferral account information as part of the Annual Reports to the Commission will enable Corix to provide calendar year-end information on the deferral accounts, which will provide more useful information to the Commission for evaluation of the annual status of the deferral accounts; and

E.       The Commission reviewed the Application and considers that approval is warranted.

 

 

 

NOW THEREFORE pursuant to section 99 of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:

1.       Directive 4 of Order C-7-11 is varied to read:

 

Corix Multi-Utility Services must file a report showing the calculation and balance of the revenue deferral account as at December 31 of each year as part of its Annual Report to the Commission.

 

2.       Directive 9 of Order G-84-15 is varied to read:

 

Corix is directed to file a report to the Commission showing the balance of the revenue deficiency deferral account and the supporting calculations as at December 31 of each year as part of its Annual Report to the Commission.
