Request to Defer Filing of the 2015 Annual Main Extension Report

ORDER

WHEREAS:

 

A.      On February 23, 2016, FortisBC Energy Inc. (FEI) requested a deferral of the filing requirements in Orders G‑152-07 and G-6-08 (Deferral Request), which requires FEI to submit its 2015 Annual Main Extension (MX) and Vertical Subdivision Report (Annual MX Report) within 90 days of calendar year end. The Deferral Request seeks relief from the filing requirements for its 2015 Annual MX Report until after the British Columbia Utilities Commission (Commission) issues a decision on the 2015 System Extension Application (MX Application);

B.      On December 6, 2007, by Order G-152-07, the Commission directed Terasen Gas Inc. and Terasen Gas (Vancouver Island) Inc., predecessors to FEI, to file with the Commission on an annual basis, within 90 days of calendar year end, a main extension report containing certain information;

C.      On January 10, 2008, the Commission issued Order G-6-08 directing FEI to include in the Annual MX Report the results of the main extension test to Vertical Subdivisions;

D.      On June 30, 2015, FEI filed its MX Application with the Commission seeking approval of changes to, amongst other things, its MX reporting requirements;

E.       On July 23, 2015, the Commission issued Order G-126-15 determining that a public hearing was necessary for the review of the MX Application and set out the initial regulatory timetable; 

F.       FEI submits that the Deferral Request for the 2015 Annual MX Report is appropriate given the ongoing proceeding and limited staffing resources; and

G.     The Commission reviewed the Deferral Request and finds that the deferral, by variance to Orders G‑152-07 and G-6-08, is warranted.

 

NOW THEREFORE pursuant to section 99 of the Utilities Commission Act the British Columbia Utilities Commission approves FortisBC Energy Inc.’s request for deferral of the filing requirements of Orders G-152-07 and G-6-08 until after the Commission issues a decision on the 2015 System Extension Application.
