ORDER
WHEREAS:
A. On January 9, 2015, FortisBC Inc. (FortisBC) filed a self-generation policy (SGP) application with the British Columbia Utilities Commission (Commission);
B. By Order G-3-15, dated January 13, 2015, the Commission established a procedural conference that was held on February 5, 2015;
C. By Order G-32-15 dated February 27, 2015, the Commission determined that the review of FortisBC’s SGP would proceed by way of the two-staged approach;
D. On March 4, 2016, the Commission issued its decision on Stage I and the accompanying Order G-27-16;
E. Between March 23, 2016 and April 19, 2016, the Commission received Participant Assistance/Cost Award (PACA) applications from the following interveners:
- BC Sustainable Energy Association and the Sierra Club of British Columbia;
- British Columbia Old Age Pensioners’ Organization, et al.;
- Commercial Energy Consumers Association of British Columbia;
- Zellstoff Celgar Limited Partnership (Celgar);
F. By letter dated April 27, 2016, FortisBC provided its comments on the PACA applications and had no concerns other than noting that Celgar omitted to provide the level of detail are required in the PACA Guidelines for certain parts of its PACA application;
G. On April 29, 2016, Celgar submitted the outstanding supporting details to its PACA application; and
H. The Commission has reviewed the PACA applications and comments from FortisBC with regard to the criteria and rates set out in the PACA Guidelines and concludes that PACA funding should be awarded as applied for.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the British Columbia Utilities Commission approves:
1. Participant Assistance Cost Awards in the following amounts with respect to their participation in the proceeding for the FortisBC Inc. Self-Generation Policy Application:
