ORDER
WHEREAS:
A. On January 7, 2016, the British Columbia Utilities Commission (Commission) issued it reasons to accompany Order G-202-15 which approved permanent 2016 rates for FortisBC Inc. (FBC). In those reasons, the Commission directed FBC to file its 2015 actual results for its All Injury Frequency Rate (AIFR) as soon as they are available and indicated that the Commission would make further determinations after the actual results are filed;
B. On February 12, 2016, FBC submitted their All Injury Frequency Rate Compliance Filing (Application);
C. By Letter dated February 26, 2016, the Commission invited submissions on various issues pertaining to the AIFR from registered interveners in the Annual Review of 2016 Rates;
D. Four interveners participated in the submission process and the Commission made its final determination on the Application in Order G-44-16, dated April 1, 2016
E. On March 30, 2016, the British Columbia Old Age Pensioners’ Organization, et al filed a Participant Assistance/Cost Award (PACA) application with the Commission;
F. By letter dated April 18, 2016, FBC stated that providing the Commission had no concerns with the time identified or the amount applied for, FBC has no comment; and
G. The Commission has reviewed the PACA application in accordance with the criteria and rates set out in the PACA Guidelines attached to Commission Order G-72-07 and conclude that the cost award should be approved.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the Commission orders as follows:
1. Funding is awarded to the British Columbia Old Age Pensioners’ Organization, et al in the amount applied for of $705.60.
2. FortisBC Inc. is directed to reimburse the above participant for the respective amounts that have been awarded in a timely manner.
