O R D E R
WHEREAS:
A. On September 25, 2015, FortisBC Inc. (FBC) filed an application for approval to amend Electric Tariff Rate Schedule 50 Lighting – All Areas (RS 50) (the Application) to accommodate the billing of Light Emitting Diode (LED) lighting;
B. The amendments to RS 50 include offering Type I (Customer owned and maintained) and Type II (Customer owned and Company maintained) lighting service on a per kilowatt hour basis and with an optional dimming schedule for LED lighting;
C. The Application includes customer letters of support from the Cities of Kelowna, Castlegar, Trail and the Corporation of the Village of Slocan;
D. On October 15, 2015, the British Columbia Utilities Commission (Commission) issued Order G-167-15, requiring FBC to distribute the Application to all registered interveners in FBC’s Annual Review of 2016 Rates proceeding and requested parties submit their comments on the Application by October 29, 2015. FBC was given the opportunity to respond to these comments by November 4, 2015;
E. On October 28, 2015, the Commission received comments from the British Columbia Sustainable Energy Association and Sierra Club of BC (BCSEA) and the British Columbia Public Interest Advocacy Centre, representing the British Columbia Old Age Pensioners’ Organization, Disability Alliance BC, Council of Senior Citizens’ Organizations of BC, and the Tenant Resource and Advisory Centre (BCOAPO et al.). Neither party expressed opposition to the Application;
F. On November 4, 2015, the Commission received a submission from FBC acknowledging submissions from BCSEA and BCOAPO et al. and making no reply submissions to the comments made by those parties; and
G. The Commission has reviewed the Application and concludes that the requested changes, as outlined in the Application, should be approved.
NOW THEREFORE pursuant to sections 59-61 of the Utilities Commission Act, the proposed amendments to FortisBC Inc.’s Electric Tariff Rate Schedule 50 are approved as filed.
