ORDER

WHEREAS:

A.      On April 1, 2016, pursuant to sections 59 to 61, and 89 and 90 of the Utilities Commission Act (UCA), Creative Energy Vancouver Platforms Inc. (CE) filed with the British Columbia Utilities Commission (Commission) a 2016-2017 Revenue Requirements Application (RRA) for steam service and a rate design and RRA for Northeast False Creek (NEFC) hot water service (Application);

B.      CE proposed that the Application be heard through a written process that includes one round of information requests, and a second if necessary, followed by written arguments;

C.      On April 12, 2016, the Commission issued Order G-49-16 which, among other things, established a preliminary regulatory timetable attached as Appendix A, which provided for one round of information requests and a comment process on a further regulatory timetable attached as Appendix B, that included dates for a second round of information requests, followed by written arguments;

D.      By Order G-66-16, dated May 12, 2016, the Commission assigned the review of CE’s Fuel Cost Extension Application, filed on May 3, 2016, to this Application;

E.       To accommodate the review of the Fuel Cost Extension Application, the Commission amended the regulatory timetable attached as Appendix A to Order G-49-16, by Order G-67-16, Appendix A, dated May 12, 2016;

F.       By letter dated May 16, 2016, CE requests the Commission grant an extension of time to respond to information requests received from the Commission and interveners;

G.     CE explains that given the significant number of information requests, and its staff complement, it believes that it is unlikely that it will be able to file responses by May 30, 2016 as required by the regulatory timetable attached as Appendix A to Order G-67-16. CE therefore requests that the filing date be extended by one week from May 30, 2016 to June 6, 2016, and also requests that all dates as set out in the regulatory timetable attached as Appendix A to Order G-67-16 subsequent to June 6, 2016, be extended by one week; and

H.      The Commission has reviewed CE’s request and determined that the regulatory timetable should be amended.

NOW THEREFORE the British Columbia Utilities Commission orders as follows:

1.       The regulatory timetable as set in Appendix A to Order G-67-16 is amended as set out in Appendix A to this order.

2.       The regulatory timetable for comment as set out in Appendix B to Order G-49-16 is updated as set out in Appendix B to this order.

3.       The deadline for filing Participant Assistance Cost Award budgets is Monday, May 30, 2016.
