ORDER
WHEREAS:
A. On December 10, 2015, the British Columbia Utilities Commission (Commission) received a letter dated December 8, 2015 from Mr. Adrian Dix, which makes a number of statements and allegations against British Columbia Hydro and Power Authority (BC Hydro) pertaining to its conversion to SAP as its Information Technology platform;
B. On May 3, 2016, the Commission issued Order G-58-16 establishing an Inquiry to review BC Hydro’s expenditures related to the adoption of the SAP platform (SAP Inquiry);
C. On May 9, 2016, the Commission issued Order G-62-16, which set out a proposed scope of inquiry and a preliminary timetable, including written submissions on scope and procedure followed by a Procedural Conference;
D. The following interveners registered in the proceeding:
• British Columbia Old Age Pensioners’ Organization et al. (BCOAPO);
• Commercial Energy Consumers Association of British Columbia (CEC);
• Mr. Adrian Dix, MLA;
• Movement of United Professionals (MoveUP);
• James Laurence Group Inc.; and
• Ms. Ilse Leis;
E. On May 30, 2016, BC Hydro, BCOAPO, CEC, Mr. Dix, and MoveUP filed submissions on the proposed scope of the SAP Inquiry and on the regulatory process. While all parties expressed general support for the proposed scope, BCOAPO and Mr. Dix identified specific issues that they consider important to include within the broader scope items outlined by the Commission in Order G-62-16. With regards to the regulatory process, BC Hydro proposed that, in order to facilitate an efficient and effective review of the information, as a first step in the SAP Inquiry, it would file consolidated information including updated financial information to align with each of the final scope items determined by the Commission;
F. The Procedural Conference was held on June 1, 2016. BC Hydro, BCOAPO, CEC, Mr. Dix, and MoveUP made submissions at the Procedural Conference, which were generally consistent with the written submissions filed on May 30, 2016. BC Hydro and Mr. Dix each proposed a regulatory timetable for the SAP Inquiry. BC Hydro’s proposal to file consolidated and re-organized information as a first step in the SAP Inquiry was supported by all registered interveners; and
G. The Panel considered the submissions received and makes the following determinations with respect to the procedural matters.
NOW THEREFORE and for the oral reasons provided at the Procedural Conference, the Commission orders as follows:
1. The Regulatory Timetable for the SAP Inquiry is set out in Appendix A to this order.
2. The scope of the SAP Inquiry remains as outlined in Appendix B to Order G-62-16.
