ORDER
WHEREAS:
A. On June 13, 2016, Sun Peaks Utilities Co., Ltd. (SPUCL) filed an application for approval of an increase of $0.33 per gigajoule in the Gas Delivery Charge effective August 1, 2016, for all Rate Groups (Residential, Small Commercial and Large Commercial) (Application);
B. The proposed change will have an average annual impact of 1.3 percent increase for small residential customers and 2.2 percent increase for small and large commercial customers;
C. SPUCL requested its proposed rate increase be approved on an interim basis until a review of the Application can be fully completed;
D. In its Application, SPUCL also included a request for approval of minor changes to its Terms and Conditions of the Gas Tariff and updates to fees charged for specific services; and
E. The Commission commenced a review of the Application, finds that establishment of a regulatory timetable is warranted, and considers approval of the requested Gas Delivery Charge to be warranted on an interim and refundable basis.
NOW THEREFORE the British Columbia Utilities Commission orders as follows:
1. Pursuant to section 89 of the Utilities Commission Act, Sun Peaks Utilities Co., Ltd.’s request for an interim rate for its Gas Delivery Charge, effective August 1, 2016, and as set out in the Application, is approved on an interim and refundable basis.
2. Sun Peaks Utilities Co., Ltd. is directed to file the interim tariff pages with the Commission within 10 business days of the issuance of this order.
3. The Regulatory Timetable for the review of the Application is established as set out in Appendix A to this order.
4. Interveners who wish to participate in the regulatory proceeding are to register with the Commission by completing a Request to Intervene Form, available on the Commission’s website at http://www.bcuc.com/Registration-Intervener-1.aspx by the date established in the Regulatory Timetable attached as Appendix A to this order and in accordance with the Commission’s Rules of Practice and Procedure.
