ORDER

WHEREAS:

A.      On August 8, 2016, FortisBC Inc. (FBC) applied to the British Columbia Utilities Commission (Commission) pursuant to section 44.2 of the Utilities Commission Act for acceptance of Demand Side Management (DSM) expenditures for year 2017 (Application);

B.      In the Application, FBC requests acceptance of DSM expenditures of $7.6 million for year 2017; and

C.      The Commission has determined that a written hearing process for the review of the Application is warranted and considers that a regulatory timetable should be established.

NOW THEREFORE the British Columbia Utilities Commission orders as follows:

1.       A written hearing is established for review of the FortisBC Inc. (FBC)’s Application for Acceptance of Demand Side Management Expenditures for 2017 (Application). The Regulatory Timetable is set out in Appendix A to this order.

2.       By no later than August 22, 2016, FBC is to provide a copy of the Application and this order to registered interveners and interested parties in the FortisBC Inc. Demand Side Management Expenditure for the Period from 2015 to 2016 proceeding. FBC is also to publish the Application, this order and the Regulatory Timetable on its website.

3.       Interveners who wish to participate in the regulatory proceeding are to register with the Commission by completing a Request to Intervene Form, available on the Commission’s website at http://www.bcuc.com/Registration-Intervener-1.aspx, by the date established in the Regulatory Timetable attached as Appendix A to this order, and in accordance with the Commission’s Rules of Practice and Procedure attached to Order G-1-16.

4.       Interested parties who wish to receive electronic notification of filings for this proceeding should register online as an interested party on the Commission’s website at http://www.bcuc.com/Registration-InterestedParty.aspx, in accordance with the Commission’s Rules of Practice and Procedure attached to Order G-1-16.

5.       Interveners intending to apply for Participant Assistance must submit a budget estimate by Tuesday, September 13, 2016. Participant Assistance applications should be consistent with the Commission’s Participant Assistance/Cost Award Guidelines and Order G-72-07. Copies of the Guidelines are available upon request or can be downloaded from the Commission’s website at http://www.bcuc.com.
