Application to Extend the Gas Supply Mitigation Incentive Program

ORDER

 

WHEREAS:

 

A.      On May 6, 2016, FortisBC Energy Inc. (FEI) filed an application with the British Columbia Utilities Commission (Commission) seeking approval for an extension of the Gas Supply Mitigation Incentive Program (GSMIP) for a three year term for the period November 1, 2016 to October 31, 2019 (2016-2019 GSMIP);

B.      By Order G-111-16 dated July 14, 2016, the Commission sought written comments from stakeholders on the 2016-2019 GSMIP. The British Columbia Public Interest Advocacy Centre (BCPIAC), on behalf of British Columbia Old Age Pensioners’ Organization et al. (BCOAPO), submitted a letter of comment regarding FEI’s proposals. By Order G-141-16 dated August 29, 2016, the Commission approved the 2016-2019 GSMIP, subject to the terms set out in that order;

C.      On August 30, 2016, BCPIAC on behalf of BCOAPO, filed a Participant Assistance/Cost Award (PACA) application with the Commission with respect to its participation in the 2016-2019 GSMIP and requests PACA in the amount of $1,411.20;

D.      On September 19, 2016, FEI indicated that it had no objections on the PACA application; and

E.       The Commission reviewed BCOAPO’s PACA application in accordance with the PACA Guidelines established in Commission Order G-72-07, and concludes that the requested cost award should be approved.

 

NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the British Columbia Utilities Commission approves a cost award for the British Columbia Public Interest Advocacy Centre, on behalf of the British Columbia Old Age Pensioners’ Organization et al., in the amount of $1,411.20 for its participation in the 2016-2019 Gas Supply Mitigation Incentive Program application. FortisBC Energy Inc. must reimburse the British Columbia Public Interest Advocacy Centre, on behalf of its client the British Columbia Old Age Pensioners’ Organization et al., in a timely manner.
