Application for Approval of Revised Tolls on the Western Pipeline System Effective September 1, 2016

ORDER
WHEREAS:
A. On September 9, 2016, Plateau Pipe Line Ltd. (Plateau) applied to the British Columbia Utilities Commission (Commission), pursuant to section 65 (3.1) of the Utilities Commission Act, for approval of a toll revision on the Western Pipeline System effective September 1, 2016 (Application);
B. By way of Order G-58-13 dated April 18, 2013, the Commission approved the Long Term Service Toll Settlement (LTSTS) Agreement between Plateau and three Shippers on the Western Pipeline System, effective March 1, 2012 to December 31, 2016. Shippers who have not signed the LTSTS are subject to an interruptible service toll of 125 percent of the then effective toll;
C. On August 18, 2016, Commission Order G-137-16 approved a toll of $86.00/m3 for the Taylor to Prince George segment of the pipeline, effective September 1, 2016;
D. In this Application Plateau states that they have been working with the current shipper on this segment and both parties have reached an agreement pursuant to which Plateau is proposing a revised toll of $61.00 per m3 effective September 1, 2016; and
E. The Commission reviewed the Application and determines that approval of the toll revision on the Western Pipeline System, effective September 1, 2016, is warranted.
NOW THEREFORE pursuant to section 65 (3.1) of the Utilities Commission Act the British Columbia Utilities Commission orders as follows:
1. The Western Pipeline System toll of $61.00/m3 for the Taylor to Prince George pipeline segment is approved, effective September 1, 2016.
2. The approved tolls on the Western Pipeline System are subject to review by the British Columbia Utilities Commission in the event of a complaint by one or more of the shippers within 60 days of the date this order. If a complaint is received by the Commission after 60 days from the date of this order, any adjustment in tolls will be on a prospective basis.
