ORDER
WHEREAS:
A. On October 13, 2016, the Western Electricity Coordinating Council (WECC) recommended that Meikle Wind Energy Limited Partnership (Meikle Wind) be registered for the functions of Generator Owner (GO) and Generator Operator (GOP) with the British Columbia Mandatory Reliability Standards Program (BC MRS Program);
B. Section 125.2 (2) of the Utilities Commission Act (UCA) assigns exclusive jurisdiction to the British Columbia Utilities Commission (Commission) to determine whether a “reliability standard,” as defined in the UCA, is in the public interest and should be adopted in BC. Section 125.2(8.3) of the UCA prescribes that the Commission may, by order, specify that a reliability standard adopted under the UCA applies or does not apply to a specified person, a class of persons or a person in respect of specified equipment;
C. In accordance with the Administration Agreement between WECC and the Commission, dated October 8, 2009, and renewed August 21, 2014, WECC makes registration recommendations in its role as the Commission’s Administrator for the BC MRS Program;
D. Pursuant to section 2.3 of the Registration Manual, revised and updated by Commission Order R-34-15, an Entity has 21 days to respond to a recommendation pertaining to its registration;
E. On October 27, 2016 and in response to the Recommendation, Meikle Wind informed the Commission that it had no comments or concerns regarding WECC’s recommendation; and
F. The Commission considers WECC’s recommendation to register Meikle Wind for the functions of GO and GOP with the BC MRS Program is warranted.
NOW THEREFORE pursuant to subsections 125.2(8.3) of the Utilities Commission Act and in accordance with the Registration Manual that is Appendix 1 to the Rules of Procedure for Reliability Standards in British Columbia, the British Columbia Utilities Commission orders that Meikle Wind Energy Limited Partnership is registered for the functions of Generator Owner and Generator Operator with the British Columbia Mandatory Reliability Standards Program with a compliance date to be specified once the operational date of the facility is determined.
