with British Columbia Reliability Standards in 2017

ORDER

WHEREAS:

 

A.      On April 27, 2017, the Western Electricity Coordinating Council (WECC) submitted for Commission approval, a revised version of the 2017 Actively Monitored Standards List (AML), Appendix A to the 2017 Implementation Plan, which included the additional Reliability Standard PRC-008-0;

B.      British Columbia Utilities Commission (Commission) Order G-123-09 approved the Rules of Procedure for Reliability Standards in British Columbia (ROP), including Appendix 1: Registration Manual and Appendix 2: Compliance Monitoring Program (CMP) appended thereto, setting out the administrative framework for monitoring compliance with adopted Reliability Standards in British Columbia and most recent revisions to the ROP and CMP were approved by Commission Order R-12-17;

C.      Commission Order G-123-09 also appointed WECC as the Commission’s Administrator to assist the Commission in carrying out its functions related to Reliability Standards in the manner described in the Administration Agreement between WECC and the Commission dated October 8, 2009, and renewed August 21, 2014;

D.      Pursuant to section 3.1 of the CMP, by November 1 of each year, the Administrator will propose an Implementation Plan for the following calendar year for Commission approval. By Commission Order R‑39‑16, dated October 28, 2016, the Commission approved the 2017 Implementation Plan including Appendix A: 2017 AML and Appendix B: 2017 Audit Schedule. Pursuant to section 4.1 of the approved 2017 Implementation Plan, WECC will actively monitor, at a minimum, the reliability standards identified on the AML using the monitoring processes specified. In addition, Entities will be subject to Compliance Audits as approved by the Commission;

E.       By Commission Order R-12-17 and following a public process, the Commission approved revisions to the BC Registration Manual to include, among other things, registration criteria for Distribution Providers (DPs) with underfrequency load shedding (UFLS) assets to be registered as DP UFLS-Only; a subcategory within the DP function;

F.       With no reliability standards applicable to DP UFLS-Only currently listed on the 2017 AML, revising the 2017 AML to include Reliability Standard PRC-008-0, applicable to DP UFLS-Only as well as other functions, provides for active monitoring of the DP UFLS-Only function in the 2017 calendar year; and

G.     The Commission reviewed the revised 2017 AML as submitted by WECC and considers it warrants approval.

 

NOW THEREFORE pursuant to subsection 125.2(10) of the Utilities Commission Act and section 4.1 of the CMP, the Commission orders as follows:

 

1.       The revised 2017 AML, revised to include the additional Reliability Standard PRC-008-0, and attached as Appendix A to this order, is approved.

2.       The revised 2017 AML must be posted on the WECC website with links from the Commission’s website throughout the calendar year of 2017.
