Annual Review for 2018 Delivery Rates

ORDER

WHEREAS:

A.      On September 15, 2014, the British Columbia Utilities Commission (Commission) issued its decision and Order G-138-14 for FortisBC Energy Inc. (FEI) approving a Multi-Year Performance Based Ratemaking (PBR) Plan for 2014 through 2019 (PBR Decision). In accordance with the PBR Decision, FEI is to conduct an annual review process to set delivery rates for each year;

B.      On May 27, 2015, the Commission issued its decision and Order G-86-15 in the FEI Annual Review for 2015 Delivery Rates application, setting out, among other things, the default regulatory timetable template for future annual reviews, which includes:

•         Intervener and interested party registration;

•         One round of Commission and intervener information requests;

•         A workshop which includes Commission panel participation. The format of the workshop, including who facilitates it, will be determined at each annual review proceeding;

•         FEI response to undertakings from the workshop;

•         Intervener written final arguments; and

•         FEI written reply argument;

C.      By letter dated July 17, 2017 and revised letter dated July 24, 2017, FEI proposes a regulatory timetable for its annual review for 2018 rates; and

D.      The Commission has reviewed FEI’s proposal and considers that establishment of a regulatory timetable for the annual review of FEI’s 2018 delivery rates is warranted.

NOW THEREFORE the Commission orders as follows:

1.       The regulatory timetable for the annual review for FortisBC Energy Inc.’s 2018 delivery rates is established, as set out in Appendix A to this order.

2.       A workshop to review FortisBC Energy Inc.’s 2017 performance results and the 2018 revenue requirements will be held on Tuesday, October 17, 2017, commencing at 9:00 a.m. at the Commission Hearing Room on the 12th Floor, 1125 Howe Street, Vancouver, BC.
